Operable refineries

The term 'Operable refineries' as it applies to the area of energy can be defined as ' Refineries that were in one of the following three categories at the beginning of a given year in operation; not in operation and not under active repair, but capable of being placed into operation within 30 days; or not in operation, but under active repair that could be completed within 90 days'.
